The Nyamweru Sub-County Council in Rubanda District has censured Sub-County Chief Naris Byamugisha for failing to present the 2023/2024 financial year report and the minutes of the previous council session.

The censure motion was moved yesterday by Baker Byamukama Musingize from Kyokye Parish and was unanimously seconded by Monday Justus from Kakyenaga Parish during an emergency council meeting chaired by Sub-County Speaker Mugisha Medison. Councilors, including Tushabomwe Gadson and Tusiime Edvina, demanded seating allowances, minutes of executive committee meetings, and a detailed report on the sub-county’s financial status.

Dan Owoyesiga and Oliva Arineitwe, representatives of Nyamweru Sub-County at the district level, vowed to escalate the matter to the Rubanda District Chief Administrative Officer. Dan criticized Byamugisha for referring to councilors as “malls” and urged him to respect their roles.

Nyamweru Sub-County LC3 Chairman Alex Nkwasibwe accused Byamugisha of neglecting his duties, missing executive meetings and council sessions, and failing to present financial reports despite repeated requests. Nkwasibwe also raised concerns about a debt of UGX 5,846,670 owed to the sub-county by Total Petrol Station since 2019, allegedly accumulated under the then sub-county chief, identified only as Vivian.

Nkwasibwe also accused Byamugisha of relocating the office from Nyamweru to Kabale without authorization and failing to produce a laptop purchased by the council. Byamugisha presented a laptop with a census sticker, but councilors demanded a receipt to verify its authenticity.

In response, Sub-County Chief Naris Byamugisha dismissed the allegations as baseless and politically motivated.
