Western Division Council has today resolved to set strict measures to strengthen garbage collection and management, with the aim of improving sanitation in the area as well as boosting service delivery.
Western Division Council in Rukungiri Municipality has resolved to intensify community sensitization on proper garbage management, calling on residents to take full responsibility for the waste they generate.
The resolution was reached during a Council meeting held at the Western Division Council Hall, chaired by the Deputy Speaker, Ms. Katumwesigye Juliet. The matter was presented through an Executive Report by the Western Division Chairperson, Ms. Twinomugisha Sylvia, who emphasized that increased public awareness will improve garbage collection efficiency across the municipality and help address ongoing waste management challenges. Council further directed the technical team to support the garbage collection contractor in enforcing compliance, particularly among residents who default on garbage collection fees.
In the same sitting, Council passed several key resolutions aimed at improving service delivery and local development. These included the resumption of construction of the Western Division office block, establishment of a market within the division, strengthening revenue collection through monitoring land sale transactions (1% levy), and identifying land for the construction of a daily market. Councilors were also tasked to intensify monitoring of ongoing projects, including the Kagogo slaughter slab and Karangaro HCIII toilet construction.
The Chairperson presented the recurrent and capital budget estimates for the Western Division, which were considered by Council.
The Senior Assistant Town Clerk, Mr. Kwesiga John, briefed Council on the implementation of the Uganda Cities and Municipalities Infrastructure Development (UCMID) Programme. He urged Councilors to prioritize the programme, citing insights from a recent benchmarking visit to Kasese Municipality. He also informed Council that tax collection has been streamlined under the IRAS system.
Council approved the Annual Work Plan with amendments, which includes construction of a 4-stance VIP latrine at Ruruku Primary School, procurement of twin desks for government primary schools, renovation of a staff house at Karangaro HCIII, and rehabilitation of water springs to improve access to safe and clean water.
In his closing remarks, the Assistant Town Clerk, Mr. Omuntu Zadok, who represented the Town Clerk, called on Councilors to utilize established administrative structures to channel their views effectively. He emphasized the need for prioritization in planning and budgeting, while ensuring consideration of cross-cutting issues such as HIV/AIDS and the Parish Development Model (PDM). He cautioned against biased planning and encouraged teamwork in service delivery.
On garbage management, he urged Councilors to support and motivate the garbage contractor within their respective areas to ensure improved service delivery.
He concluded by calling for unity and collective responsibility in driving the development agenda of Rukungiri Municipality.
