Traders at Biguri Trading Center in Kyamakanda Parish, Buyanja Sub County, Rukungiri District, are calling for justice over alleged license extortion by Sub County authorities.

The traders report that they had already paid for their 2024/25 licenses in January via an electronic system on their phones, following instructions from the former Parish Chief, Phionah Komugabe. However, since Komugabe’s transfer to Buhunga Sub County two months ago, the new administration led by Sub County Chief Sarah Nuwagaba Yegabe has demanded additional payments. Traders unable to comply have had their businesses forcibly closed.

The traders voiced their concerns to the authorities, who instructed them to submit their complaint details for resolution. Despite this, the double charging for licenses and the closure of affected businesses have continued.

Aisha Kenyonyozi, a hotel operator, expressed financial strain after being forced to pay twice to avoid closure.

Sylivia Ahimbisibwe, a bar attendant whose business has been shut down, shared her frustration over the lack of basic needs and her ongoing rent obligations.

Sofi Kusingura, a shopkeeper, described the difficulties faced by her children, who now seek shelter with neighbors after their home was closed.

Nelson Tumukunde Basire voiced frustration over mounting loan repayments despite his business closure, calling on government support to address the unfair charges.

Sub County Chief Sarah Nuwagaba Yegabe confirmed the situation, stating that the identities of the complainants had been recorded and forwarded to the District authorities for a possible refund.

When contacted, former Parish Chief Phionah Komugabe accused the Sub County authorities of engaging in fraudulent practices.
