Pensioners in Rukungiri District have raised concerns over delayed May salaries, sparking disappointment among retired civil servants. Speaking to Boona Radio, Turyazayo David Kapiira, Chairperson of the Rukungiri District Retired Head Teachers Association, expressed frustration over the delay but acknowledged the recent changes in the Integrated Personnel and Payroll System (IPPS) under the Ministry of Public Service, which have affected salary transactions nationwide.

Kapiira noted that the delays stem from the transition from old transaction technology to a new system overseen by the Ministry of Public Service. He emphasized that the situation is temporary and beyond the control of the district authorities. Despite the setback, he expressed hope that pensioners would receive their salaries before the end of the week.

In contrast, Mr. Naris Ziine, another retired headteacher who receives his pension from Rubanda District, confirmed to Boona Radio that he received his May salary without delay.

In response, Mr. Masokoyi Waswa, the Rukungiri District Chief Administrative Officer (CAO), clarified that the district released the salary funds last week to the Ministry of Finance. He explained that the transaction process between the Ministry of Finance and the Bank of Uganda — which eventually credits funds to recipients’ accounts — might have been affected by the recent public holidays.

The CAO urged pensioners and other affected civil servants to remain patient, expressing optimism that the salaries would reflect in their accounts by June 10th.
