The ongoing National Identity Card renewal exercise in Rukungiri District is facing serious setbacks due to low public turnout in some areas and a shortage of adequate and quality equipment.

The government-funded program, which is expected to run for six months, aims to facilitate the renewal, replacement, and correction of errors on National Identity Cards. However, several registrars in the district have raised concerns over operational challenges just weeks into the exercise.

In Nyarushanje Sub-county, where the population is among the highest in the district, the registrar reported a relatively good turnout. However, progress is slow due to limited resources, including a shortage of computers, poor-quality cameras, and insufficient staffing. The equipment in use reportedly takes longer to capture clear images, further delaying the process.

In contrast, Bwambara Sub-county is witnessing a low turnout. The registrar attributed this to residents’ reluctance to travel from remote villages to the sub-county headquarters. He also decried interference from local politicians who attempt to prioritize their supporters, disrupting the orderly process. Additionally, he condemned the conduct of some registrars allegedly soliciting money from residents, a practice he said tarnishes the image of the entire team and threatens future employment opportunities.

Meanwhile, in Rukungiri Town, the registrar also noted low participation, attributing it to the misconception among residents that six months is ample time, leading many to postpone their visit. He warned that those who wait until the last days may not receive proper attention due to anticipated congestion and registrar fatigue.

The registrars have collectively called on the government to increase logistical support, including additional and improved equipment and manpower, to ensure the smooth and timely execution of the program.
