On Friday, 28th June 2024, Rotarian Steven Nsubuga Bewayo, the Rukungiri Resident District Commissioner (RDC), refused to commission the staff quarters at Nyakibale Upper Boarding Primary School due to defects.
On 8th January 2024, Rukungiri Municipal Council contracted ISHEBA CONSTRUCTORS LIMITED to renovate the staff quarters at Nyakibale Upper Boarding Primary School in Eastern Division, Rukungiri Municipality, for 20,240,980 Ugandan Shillings.
Officials from Rukungiri Municipal Council, led by Mayor Charles Makuru, and from the Eastern Division, led by LC3 Chairperson David Tumwesigye, gathered at the school premises to commission the twin self-contained block. However, RDC Steven Nsubuga Bewayo refused, citing cracks in the walls and verandas as well as a leaking roof.
Mayor Charles Makuru condemned the Rukungiri Municipal Council supervisory team for incompetence and criticized the contractor, ISHEBA CONSTRUCTORS LIMITED, for their poor performance.
LC3 Chairperson David Tumwesigye criticized the engineering team for violating site rules and regulations, noting that the RDC’s assessment, which they avoided, would have detected the mistakes.
