The Chief Administrative Officer of Ntungamo District, Mr. Fidelis Kizza, has interdicted the Principal Human Resource Officer, Ms. Jennifer Muheirwe, following a directive from the Permanent Secretary of the Ministry of Local Government, Mr. Ben Kumumanya.

In a letter dated May 21, Mr. Kizza stated that Ms. Muheirwe irregularly enrolled six medical workers onto the district payroll despite their having been absent from duty for over ten years, bypassing the established procedures.

Speaking to journalists on Tuesday, Mr. Kizza confirmed the interdiction and cited widespread complaints from civil servants and pensioners regarding the mismanagement of the payroll. He revealed that many new employees and pensioners had been unable to access the wage system, resulting in the district returning millions of shillings to the Consolidated Fund over the past three years.

He further explained that the interdiction followed a fact-finding mission conducted by officials from the Ministry of Public Service, the Ministry of Local Government, and the Equal Opportunities Commission. This mission was prompted by Ms. Muheirwe’s petition to the ministries after the Ntungamo District Council had earlier resolved to remove her from office over corruption allegations.

Although the district council had recommended her interdiction last year, the action was delayed due to legal and procedural challenges. The latest directive has now enabled the district administration to take formal action pending further investigations.
