Ntungamo District Council on Monday resolved that Rubaare and Kitwe Town Councils be upgraded to Municipality status, after meeting all the required documentation and administrative guidelines set by government.

As part of the resolution, Rubaare Sub-county trading centres of Omungenyi and Kacerere, comprising 09 and 06 villages respectively, will be annexed to Rubaare Town Council to enhance administrative efficiency, improve service delivery, and help the area attain the required population threshold.

According to a Minute Extract from Rubaare Town Council meeting held on 13th May 2025, under Minute Number 173/COU/RTC/5/2025, council resolved to create Rubaare Municipality consisting of 05 divisions, 11 wards, and 29 cells as administrative units, with a total population of 68,654.

Rubaare Town Council LC5 Chairperson, Chrispus Mwesigwa Mwesigye, thanked the District Council for approving the request, noting that Rubaare Town contributes over 70 percent of Ntungamo District’s local revenue, mainly from markets, businesses, and other income-generating activities.

Mr. Mwesigwa further explained that upgrading Rubaare to a municipality will bring essential services closer to the people, including improved road infrastructure, better health services, and enhanced education facilities, compared to its current town council status.

Meanwhile, Fred Muhinda, the Chairperson of Traders in Rubaare Town Council, welcomed the resolution, saying the new status will further improve service delivery due to the high levels of production and business activity in Rubaare markets compared to other sub-counties and town councils in Ntungamo District.

Ntungamo District Council Speaker, Nicholas Twikirize, confirmed that the council resolutions will now be submitted to the Ministry of Local Government for further scrutiny before being forwarded to the Parliament of Uganda for final approval.
