During his campaign visit to Ntungamo District today, at Kyamate Secondary School, His Excellency Yoweri Kaguta Museveni expressed strong dissatisfaction with government officials who have denied youths access to funds under the Parish Development Model (PDM).

Museveni revealed that he received reports from youths in Kitondo, Ihunga, Kajara on Sunday evening. They approached him to express concerns that they had been excluded from PDM funding. According to the youths, applications for PDM money are often rejected on the grounds that they do not own land for project implementation.

He strongly criticized such practices, highlighting successful PDM beneficiaries across the country. For instance, a youth in Nyamirama, Kanungu District, used UGX 1 million from PDM to start a restaurant, while a young woman in Lira District began rearing sheep after receiving the same amount.

“Projects like these do not require owning land,” Museveni emphasized. He directed Minister Raphael Magezi to investigate cases in Kajara and address the recurring neglect of youths in government programs.

Museveni also encouraged the public to report incidents of corruption and exclusion to the police and relevant authorities to curb malpractice and ensure youths benefit from government initiatives.
