Kabale Municipality is set to begin implementing a new trade order on Wednesday, April 22, 2026, in a phased approach aimed at restoring order and improving the business environment within the town.

According to Deputy Town Clerk Eric Sunday, the decision follows a closed-door meeting held at the municipal council hall with key stakeholders, including local leaders and representatives of traders, to align on the enforcement plan.

Sunday noted that traders operating in streets and other public spaces have already been informed about the new guidelines and are aware of the required changes.

The initial phase will focus on small-scale traders, including street vendors and those displaying goods along roadsides and pedestrian walkways. Authorities say this step is intended to reduce congestion and improve movement and accessibility in the central business area.

After a two-week transition period, enforcement will be extended to timber dealers starting May 4, who will also be required to comply with the new trading arrangements.

Officials emphasized that the transition period is meant to give traders sufficient time to relocate voluntarily to designated trading areas, helping to ensure a smooth adjustment process.

“The municipality is allowing this period to minimize disruptions and support traders in adjusting without loss of goods,” Sunday explained, adding that the approach is designed to be orderly and humane.

He further stressed that while the grace period is provided, the directive will be strictly enforced, with no further extensions expected beyond the set timeline.

The trade order is part of a wider national effort targeting municipalities, cities, and town councils to streamline urban trade and improve management of business activities. Originally scheduled for March 28, the rollout was postponed to allow for additional consultations and to give traders more time to prepare for relocation.
