Kabale District Council has officially passed the budget estimates for the 2024/25 Financial Year, totaling 49,153,823,000 UGX (Forty-nine billion one hundred fifty-three million eight hundred twenty-three thousand Ugandan shillings).
The motion to present the budget estimates was put forward by the District Chairperson, Nelson Nshangabasheija, and was unanimously approved by the council.
Nshangabasheija emphasized that these budget estimates reflect the district’s dedication to prioritizing key programs essential for advancing toward Middle-Income status.
He highlighted that the 2024/25 budget represents a 12% increase, amounting to 5,217,775,000 UGX (Five billion two hundred and seventeen million seven hundred and seventy-five thousand Ugandan shillings), compared to the current Fiscal Year’s budget of 43,937,050,000 UGX (Forty-three billion nine hundred thirty-seven million fifty thousand Ugandan shillings).
This increase is attributed to enhanced conditional non-wage grants to address pension, gratuity/pension arrears, and salary arrears, as well as specific development projects like the construction of a Multi-purpose block at Ndorwa Secondary school, an administration block for Kitumba Sub County, and construction work at Butanda Secondary school.
The primary source of funding for the upcoming financial year’s budget is central Government transfers, accounting for 97.2% of the total budget, amounting to 47,789,323,000 UGX (Forty-Seven billion seven hundred twenty-three million three hundred twenty-three thousand Ugandan shillings).
Other funding sources include local revenue projected at 737,560,000 UGX (Seven hundred thirty-seven million five hundred sixty thousand Ugandan shillings) and donor funding expected to be 627,940,000 UGX (Six hundred twenty-seven million nine hundred forty thousand Ugandan shillings).
In terms of budget allocation, the majority share goes to human capital development at 29,127,270,000 UGX (Twenty-nine billion one hundred twenty-seven million two hundred seventy thousand Ugandan shillings), followed by private sector transformation at 11,487,998,000 UGX (Eleven billion four hundred eighty-seven million nine hundred ninety-eight thousand Ugandan shillings). Other sectors include integrated transport infrastructure and services, agro-industrialization, governance and security, natural resources, environment, climate change, lands, and water.
Following the council session, Kabale District speaker Flavia Nyinakiiza Kanagizi mentioned that the largest portion of the budget, approximately 97%, will be funded by the Central government, with 1.3% expected from donors, and about 1.2% anticipated to be generated locally as revenue.
