The Rubabo County Member of Parliament, Hon. Naboth Namanya, has challenged councilors to always demand accountability for the financial year priorities during budget conferences to determine performance.

He made the appeal today, Wednesday, 8th October 2025, during the Budget Conference of Kebisoni Town Council, Rukungiri District, held at the Town Council Hall to propose priorities for the Financial Year 2026/2027.

In a report presented by Mr. Emmanuel Tibemanya, the Treasurer of Kebisoni Town Council, it was indicated that the revenue collection for the previous Financial Year 2024/2025 was commendable, raising 174 million shillings — 91% of the 190 million shillings estimated — with a current projection of 208 million shillings for the 2026/2027 Financial Year.

Hon. Naboth Namanya emphasized the importance of the opposition in monitoring government performance and asked councilors to avoid misrepresenting their electorates. He urged them to demand accountability for the previous Financial Year priorities in order to assess achievements and non-achievements, ensuring taxpayers get value for their money.

Adrine Turyabe, the Town Clerk of Kebisoni Town Council, expressed gratitude for the conducive environment that has enabled quality service delivery. However, she highlighted challenges hindering effective service delivery, such as the lack of a garbage collection truck, absence of a public toilet at Kebisoni stage and taxi park, staff shortages, and the lack of a mortuary and cemetery at Kebisoni Health Centre IV — all of which were cited as priorities.

Hon. Naboth Namanya further advised the Town Council to procure land for a garbage disposal unit, criticizing the current one located at the center of the town as shameful.

AIP Edward Byamugisha, the OC Kebisoni Town Council Police Post, condemned the insecurity prevailing in Kebisoni Town Council, citing increased cases of theft and mob justice. He warned Boda Boda riders to refrain from mob justice and called for cooperation to ensure successful night operations to arrest suspects.
