Hon. Kamuntu Moses Mwongyera, the Member of Parliament for Rubanda West, has left the Kacereere playground in a disappointing and neglected state after starting but failing to complete its grading.

The playground, located in Kacereere Ward, Kacereere Town Council, Rubanda District, is owned by the Kacereere Primary School a Church of Uganda-founded school. In 2024, during the belated Women’s Day ceremony at the same playground, Kamuntu promised the community that he would grade and improve the playground to support sports and talents in the area. However, despite initial action on December 27th, the project was abandoned, leaving the playground in a state that no longer supports any activities.

According to the Head Teacher of Kacereere Primary School, Mr. Tindiwegi Bonney, the school has been using the playground for athletics and annual football competitions. However, due to the unfinished grading, the field is now unusable. Bonney expressed frustration over the situation and criticized the school’s Board of Governors for making the contract with Kamuntu during the holiday period without consulting him. He said that although he had agreed with the idea of grading the pitch, he did not foresee the destructive consequences.

Bonney further added that during the grading process, several teachers’ gardens and water pipes were damaged, and Kamuntu had promised compensation, but to date, nothing has been done. He is now calling for urgent action from Kamuntu to finish the project.

The PTA Chairperson of Kacereere Primary School, Mr. Mbabazi Jefrey, also expressed his disappointment, saying that the community is now in a dire situation because of the abandoned project. He denied rumors that he had given Kamuntu permission to start the grading, stating that no responsible party was informed beforehand.

Kacereere Town Council Mayor, Hon. Mugambagye Eliab, also voiced his dissatisfaction with Kamuntu’s actions. He lamented that the community was left with no options, which has caused the death of local sports activities. Despite repeated attempts to reach Kamuntu for clarification, the Mayor stated that they are considering writing him an official letter.

The Kacereere Church of Uganda Archdeacon, Ven. Edward Mwesigwa, while confirming the poor state of the playground, urged the residents to remain patient. He explained that Kamuntu’s goal was to improve the pitch, but the grading equipment broke down, causing delays. Mwesirwa also criticized the residents for their quick judgment, stating that they had asked Kamuntu to take action.

Ven. Edward added that he had met Kamuntu during the Presidential PDM visit to Kabale and was assured that the grading would resume this week. He also urged residents not to politicize the issue.

Efforts to reach Hon. Kamuntu Moses Mwongyera for a response regarding the unfinished playground grading task were unsuccessful. Despite multiple attempts, he has not answered calls from Boona Radio reporters for the past three days.
