Members of the finance and planning committee in Rukungiri District Council have expressed their concerns regarding the alleged unauthorized allocation of district land to Rukungiri Municipality.
In a press briefing following their committee meeting, the councilors, including Albert Rwamugata from Buyanja sub-county, accused the district’s top leadership of giving away land without informing the council or obtaining proper council resolutions.
During a visit to the disputed land near Rukungiri Health Center 4, the committee members, accompanied by the village chairperson, discovered new survey stones on the land.
Councilor Rwamugata accused the district and municipal leadership of collaborating to acquire district land without the knowledge of the councilors, calling the actions unacceptable. He warned that legal action might be taken if the leadership fails to explain and adhere to proper procedures.
Winnie Nahurira, the councilor representing Kebisoni sub-county and town council, emphasized the importance of informing the council before allocating district land to avoid blame from the constituents. She urged the leadership to follow proper procedures and respect the council’s role in decision-making.
Benon Kyarisima, a councilor from Buhunga sub-county and a committee member, criticized the apparent lack of respect for the council, citing instances where different district lands were taken without proper identification.
He expressed shock at letters signed by the Rukungiri Municipality town clerk, dated January 11, 2024, evicting district staff from houses belonging to the district. Kyarisima emphasized that such houses are the district’s property and should not be controlled by the municipality.
Wenceslas Mubangizi, the LC1 chairperson of Kakabada B Nothern B Parish Eastern division in Rukungiri municipality, revealed that the top district leadership had asked him to indicate land boundaries, which he did. However, he claimed that the same boundaries were later handed over to the municipality without the councilors’ knowledge.
The councilors announced their intention to provide further updates after the district council meeting scheduled for Thursday.
