Drama erupted at the Bushenyi District Council hall as tensions rose among councilors, who accused the executive committee, led by Jafari Bassajjabalaba, of failing to honor recommendations made by the education committee and disregarding resolutions passed by the council.
During a council meeting held on 29th August 2024, councilors resolved that the district should complete classrooms at several primary schools, including Munanura, Kyamuhunga Central, Nyeibingo, Kabuba, St. Andrew Kigoma, Nyakatooma, and Nombe Primary Schools.
Abel Gamba, the councilor for Kizinda-Kigoma Town Council, claimed that the executive, under the chairperson’s leadership, is in a state of panic as the 2026 elections approach.
David Kakaama, the councilor for Bumbaire Sub-county, criticized the executive for habitually failing to implement council resolutions, which he said has adversely impacted service delivery in the district.
Winnie Kyomukama, councilor for Nyakabirizi Division, urged fellow councilors to consider forgiveness and work together to advance the district, acknowledging that although the executive made mistakes, moving forward cooperatively is essential.
In defense, Bushenyi District Chairman Jafari Bassajjabalaba argued that the executive committee had acted within its authority, implementing council decisions based on the district’s available resources and prevailing circumstances. He emphasized that the executive is mandated to revise council resolutions when necessary.
Sarah Ssanyu, the Bushenyi District Chief Administrative Officer, advised councilors to consider the legal implications of their resolutions before passing them.
