Disagreements are escalating between the Chairperson LC3 and the Town Clerk, and the Councilors of Bikurungu Town Council in Rukungiri District over the rental of government land.

In the financial year 2021/2022, the treasurer’s department of Bikurungu Town Council, under the leadership of the Chairperson LC3 and the Town Clerk, received 45,100,000 UGX from 11 individuals, each paying 4,100,000 UGX for spaces to construct lockups, without the Councilors’ consent.

When the matter was eventually presented to the Councilors, they opposed it, but the funds had already been spent.

On Wednesday, 29th May 2024, the Rukungiri Resident District Commissioner (RDC), Rotarian Steven Nsubuga Bewayo, invited the Councilors to a harmonization meeting in the District Council Hall, but the Councilors rejected the proposal.

Henry Nuwagaba, the Councilor representing Western Ward and Chairperson of the General Purpose Committee, emphasized that they opposed the decision in adherence to a directive from the Permanent Secretary prohibiting the sale of government land, highlighting that the plots were leased without the Councilors’ consent.

Amon Akankwatsa, the Secretary for Finance, cited the misuse of funds and the disregard shown to the Councilors.

Esau Aharimpisya Karuhize, the Speaker of Bikurungu Town Council, reiterated their opposition to leasing the land as part of their efforts to combat corruption and criticized the district’s top officials for disrespecting the Councilors.
