Authorities at Buyanja Sub County, Rukungiri District, are criticizing the government for putting their lives at risk and for poor record-keeping due to operating under dilapidated infrastructure.

In the financial year 2018/2019, the local government allocated the Buyanja Town Council to the Sub County building, forcing the Sub County to shift to older structures.

In the Financial Year 2019/2020, the Sub County received 50 million shillings as startup funds for the construction of a new headquarters at Katobotobo Land in Buhandagazi Trading Center, Nyabitete Parish, which was insufficient.

According to Agaba Emmy Rubondo, the Chairperson LC3 Buyanja Sub County, the 50 million was supplemented by the Sub County with 10 million and contributions from well-wishers, including the Late Keith Muhakanizi and Matama Foundation. However, the construction stalled at the finishing stage, and petitions to the Ministry of Local Government for additional funding yielded no results.

He further noted that office activities are disrupted during the rainy season due to the threat of collapse, and there are fears that the Town Council may evict the Sub County due to congestion during meetings.

Agaba Emmy Rubondo is calling on top leaders, including district authorities and Members of Parliament, to urgently intervene. He plans to table the issue during the next Council session to discuss the conditions and advocate for fundraising as an alternative source of funds for completion.

Sarah Yegabe Nuwagaba, the Sub County Chief, clarified that absenteeism during the rainy season is due to fears of disaster.

Charles Karahukayo, the Nyabitete Parish Councilor, acknowledged the contributions from well-wishers and expressed concern over damaged files due to leaking iron sheets.

Nyansio Kamugisha, the Nyakaina Parish Councilor, recalled that the Ministry of Local Government issued a letter instructing them to vacate the offices for the Town Council administration, leaving them displaced. He also expressed concern over the rising disputes that could lead to hostility.

Kellen Mutabazi, a resident of Nyabitete Parish, expressed dissatisfaction with the confusion in accessing services due to difficulties in locating the right offices.

Mugisha Christian, a resident of Nyabitete Parish, narrated security concerns brought about by the unfinished building, including gambling, rape, theft, and drug abuse.
