Local leaders in Buyanja Sub County, Rukungiri District, have raised concerns over a surge in domestic violence cases attributed to the slow and congested National Identification Card renewal process currently ongoing at the Sub County headquarters.

The mass renewal exercise, launched by government on 27th May 2025, was initially expected to be conducted at the Parish Level. However, operations have instead been centralized at the Sub County headquarters, causing logistical challenges for residents—especially the elderly, persons with disabilities, and those from remote villages.

Buyanja Sub County LC3 Chairperson Agaba Emmy Rubondo expressed deep concern over the hardships faced by vulnerable groups due to the congestion, noting that many people have had to camp for days in overcrowded spaces, which has triggered domestic tensions at home.

He urged the National Identification and Registration Authority (NIRA) to reschedule and decentralize the exercise to the Parish Level to ease access and reduce family strains.

Echoing similar concerns, Nyakabungo Parish Councilor and Sub County Speaker David Tukarugayo highlighted the transport difficulties faced by disadvantaged residents, emphasizing that moving the exercise to parishes would offer significant relief.

Meanwhile, Leo Ntwiga, LC1 Chairperson of Rwobusisi A Cell, criticized the government for overburdening local leaders with publicity responsibilities, warning that failure to meet expectations could erode public trust.

Jennifer Karekyezi also raised concern over the repeated travel challenges to the Sub County headquarters, urging authorities to prioritize community-based services for inclusivity.

In response, Muguta Jonan, the NIRA Manager in Rukungiri, reassured residents that the exercise is being done in phases and confirmed that after a period at the Sub County level, the teams will relocate to other parishes starting July.

Residents continue to call for immediate action to mitigate the growing impact of the exercise on social stability within households.
