Local leaders in Bugangari Subcounty have raised concerns over residents’ complaints about the failure to access Parish Development Model (PDM) funds in Kakindo Parish and other areas.
According to Abdon Tindibakira, a resident of the area, the PDM project has not made progress, as residents have not received any funds despite similar programs being successfully implemented in Kanungu and other parishes. He expressed frustration, stating that the situation has caused significant distress among residents, who are now calling on their leaders to urgently address the issue.
Omukishaaha LC1 Chairperson, Munyanga Mustafa, confirmed the concerns, blaming the Parish Chief for alleged corruption, which he said has hindered the progress of PDM in the area. However, he noted that the Subcounty Chief recently visited and assessed the situation, and as a result, residents are expected to receive their funds on Monday next week.
Bugangari Subcounty GISO, Mr. Onzo Kakesa, also acknowledged the delays in PDM implementation but criticized some residents for failing to participate in essential government programs such as National ID registration, which has affected the transfer of funds. He urged residents to ensure their SIM cards are registered in their names and to form organized groups, assuring them that PDM funds would soon be distributed.
Bugangari LC3 Chairperson, Jaston Byamukama, also addressed the issue, explaining that group elections were introduced to ensure fair distribution of funds. He further criticized some residents for using phone numbers that are not registered in their names and for failing to form groups, which has contributed to the delays in PDM implementation.
