The territorial police in Kisoro District have arrested two suspects over alleged malpractice during the ongoing Primary Leaving Examinations (PLE).

The suspects are Bernard Katabire, 41, a teacher at Real Quality Primary School, and Samuel Baker Munyantari, 52, the head teacher of Seseme Primary School. The duo was arrested on Monday afternoon at Seseme Primary School, where the alleged malpractice occurred.

According to police, on 3rd November 2025, Katabire, who had been deployed as an invigilator at Seseme Girls Primary School, was found with photocopied answer sheets containing answers to questions 31 and 32 of the Mathematics paper. The discovery was made by Mr. George Kisakye, a UNEB scout, who entered the examination room and found the suspect with the suspicious documents.

Kisakye immediately alerted the school head teacher and the police officer on duty, leading to the arrest of both Katabire and Munyantari for further questioning.

Police spokesperson for the Kigezi Region, ASP Elly Maate, confirmed the arrests and said investigations into the matter are ongoing to establish the extent of the malpractice and any other persons who may have been involved.

He warned that police, together with UNEB officials, remain vigilant to ensure the integrity of national examinations is protected.
