After nearly three months of silence following the conclusion of the NRM primary elections, Maj. Gen. Jim K. Muhwezi, Rujumbura County Member of Parliament and NRM Chairperson for Rukungiri District, has finally issued a congratulatory note to party flag bearers. The communication, dated 10th October 2025, also invites district leaders and NRM contestants to a consultative meeting on 20th October at Hotel River Side, Rukungiri.

While the announcement recognizes the efforts of successful candidates, political observers and some NRM supporters in the district have criticized both the timing and the selective approach of the NRM Chairperson. Sources claim that Gen. Muhwezi personally contacted the 1st National Vice Chairperson of NRM, Ali-Hajji Moses Kigongo, to resolve his political issues with Frank Rukanirwa, allegedly overlooking other constituencies and aspirants in Rukungiri.

Concerns have emerged over the exclusion of some flag bearer aspirants with unresolved issues from the recent NRM primaries, who were also to meet the 1st National Vice Chairperson to address their concerns. This exclusion could push some of them to run as independents in the 2026 elections.

“The delay in acknowledging flag bearers raises questions about fairness and inclusivity in Rukungiri’s party leadership,” said one party official speaking on condition of anonymity.

In an audio circulating on social media, Wednesday Twinomujunu the Nyakishenyi LC3 chairperson, praised the NRM district secretariat for organizing the meeting but noted that the timing may not favor some disgruntled NRM members who participated in the party primaries. He explained that they might not have sufficient time to consult their supporters on the next steps, particularly regarding unresolved issues from the elections. He also expressed concern that unchecked divisions could negatively affect the party in the upcoming elections.
