Educationists from Rukungiri District have expressed their disagreement with a decision made by the Rukungiri Chief Administrative Officer (CAO) to prohibit the Rukungiri District Primary Head Teachers Association from organizing examination tests.
This disagreement stems from a letter issued on February 13, 2024, which suspended the Association from utilizing capitation grants and receiving contributions from parents to purchase examination tests.
Kediini Peace Kashaku, the Chairperson of the School Management Committee at Rwabihurwa Primary School, emphasized that this decision is regrettable and deviates from standards, especially considering the transition from traditional chalkboard tests to modern examination methods.
District Councilors Mugisha Albert Rwamugaata, representing Buyanja Sub County, and David Kwebangira, representing Kebisoni Town Council, described the decision as a hindrance to healthy competition that could potentially affect overall performance.
Turyamubona James, the District Speaker, retired head teacher, and founder of the Rukungiri District Head Teachers Association, acknowledged the positive impact of the Association’s initiatives on standards and voiced disagreement with the decision, citing improper handling.
District Chairperson Geoffrey Kyomukama and District Secretary for Education Musimenta Claire Keredonia stated that they were not aware of the decision.
Hajj Masokoyi Wasswa Swalik, the Chief Administrative Officer (CAO), denied suspending the examination tests, highlighting their importance and expressed plans to meet with representatives of the Association for further evaluation.
