The District Police Commander (DPC) for Rukungiri, SSP Apollo Kyangungu, has called on local council leaders to make and enforce bylaws as the primary measure of crime prevention at the village level.

Speaking during a security meeting on Tuesday, 4th August 2025, at Kitanda Trading Centre in Nyakaina Parish, Buyanja Sub County, Kyangungu emphasized that strong and well-enforced bylaws would help address the rising cases of theft, house break-ins, and machete-wielding thugs in the area. The meeting was organized by residents of Kitanda Cell to respond to the recent spike in criminal activities.

Residents voiced concerns over various issues fueling crime, including the sale of harmful substances like “Mijaji,” increasing school dropouts, parental negligence due to alcoholism, and the negative impact of early curfews imposed in the village. Others highlighted domestic conflicts and lack of unity among families as contributing factors to insecurity.

The DPC criticized the laxity of some local leaders in drafting and implementing bylaws, urging them to work closely with the police to identify and profile suspected wrongdoers for appropriate action.
