The Rukungiri District Education officer has finally been interdicted from service to pave the way for investigations into his misconduct and abuse of office.
In the letter seen by our reporter, addressed to Mr. Jackson Turyahumura, Agaba Hillary acting on behalf of the Rukungiri district chief Administrative officer, said that on 10th July 2023, he received a complaint from Ms. Lydia Tushemereirwe the Principal Inspector of schools that Mr. Jackson Mobilized staff during a staff meeting in his office to verbally and physically assault her, an act that contravenes the provisions of the Public Service Standing Order 2021.
The letter also highlights Mr. Jackon’s continuous conflicts with the Principal Inspector which has resulted in poor performance and management of the Department, Complaints about the Mismanagement of the Registration Fees, and Examination Fees collected by Headteachers from parents among others.
He is also accused of failing to respect the reconciliation meeting which was initiated by the Rukungiri district RDC where he was invited to reconcile with Ms. Lydia Tushemereirwe whom he had assaulted but later turned down the opportunity after failing to reconcile.
In the letter dated 7th August 2023, copied to the Rukungiri district RDC, District Chairperson LC5, and the District Internal Security Officer, Mr. Jackson has been directed to handover the office to the District Senior Education Officer with immediate effect and directed not to leave the country without Authority from the responsible officer.

The law states that where an officer is interdicted, the responsible officer is mandated to ensure that investigations are done expeditiously in any case within (three) 3 months for cases that do not involve the Police and Courts and 6 months for cases that involve the Police and Courts of Law.
