Tensions flared during Ruhinda Sub County Council proceedings on Thursday, October 2, 2025, after Speaker Ismail Mugabe was compelled to step aside from his role under unclear circumstances.

The incident unfolded after Paul Kabahango, the Councilor for Rwamugoma Parish, moved a motion demanding a pre-council meeting to deliberate on accusations against the Speaker that had earlier been raised and discussed by sectoral committees. His motion was seconded by Edmond Katungi, the Councilor for Ndere Parish, who also emphasized the need for the Speaker to face the issues raised.

During the session, Ms. Hellen Kabajungu, the LC3 Chairperson Ruhinda Sub County, read out the sectoral committee minutes that pointed to Mugabe’s alleged misconduct. Following guidance from Sub County Chief Gershom Kwizeera, it was resolved that the Speaker should step aside and face criticism in a closed-door pre-council meeting, free from journalists and former officials.

After the indoor meeting, Speaker Ismail Mugabe dismissed the accusations as politically motivated, asserting that the proceedings were marred by “controversial works” which he rejected. He said the meeting had demanded words of forgiveness from him, but instead he chose to step aside, vowing to seek justice over what he described as harassment.

Sub County Chief Kwizeera instructed the complainants, led by Councilor Kabahango, to submit a formal petition within seven days. The Speaker will then be required to file his defense within an equal period before a final decision is made.

The development has left Ruhinda Sub County leadership divided, with some councilors insisting on accountability, while others see the move as a political witch-hunt against the embattled Speaker.
