Concerns have been raised by residents of Kakabada Cell in Northern A Ward, within the Western Division of Rukungiri municipality, regarding the Rukungiri-Kanungu road construction project undertaken by CHICO Construction Company Limited.

The residents are dissatisfied with the company’s failure to open small access roads that connect them to the main tarmac road. This issue has severely affected the services in their area.

Mr. Tumwesigye Willium, the Chairperson of LC2 Northern A Ward, explained that the road was expected to bring numerous benefits but has left many residents in distress.

According to the terms and conditions for constructing new roads in Uganda, contractors are required to keep access roads open for local residents. CHICO Company Limited has not adhered to this requirement, negatively impacting not only the locals but also school-going children who struggle to reach their schools.

Ziine Narisisio, a concerned resident, emphasized their belief in the development of a tarmac road but expressed frustration over the failure to open access roads, which has hampered various activities and development in the area.

Katwire Charles, the Councilor for Northern A Ward in the Western Division, mentioned their intention to organize a protest if their demands are not met before the road is officially commissioned. He highlighted the adverse effects that the road construction has had on the local community since its establishment.

Boda boda riders in the area also voiced their concerns, as their business has been significantly affected by the failure to open access roads.

Additionally, Nkesiga Omucunguzi Gerlad from Bagahwe Trading Center in Bugangari accused CHICO Company Limited of failing to compensate him for encroaching on his land during the road construction. According to the contractor’s map, his house at Bagahwe roundabout, also known as Campbell, was supposed to be removed, but he has not received any compensation for it.

Efforts to obtain comments from CHICO and UNRA officials were unsuccessful, as they did not respond to repeated calls.
