The Rukungiri RDC, Nsubuga Bewayo Steven, has refused to commission a newly built classroom block and staff room at Rugarama Primary School in Buyanja Sub County, citing poor workmanship.
Nsubuga said the building’s cracked floor was unacceptable and vowed not to commission it until it was properly repaired.

Later, he commissioned a UGX 118 million classroom block and office at Rwentuha Primary School, built by Meciwel Investments Ltd. Nsubuga urged parents to focus on their children’s education and start small, income-generating projects, such as poultry and vegetable farming. He also cautioned the public against mixing politics and religion with service delivery.

Rukungiri CAO Swalikh Wassawa Masokoyi backed the RDC’s stance and encouraged parents to utilize government schools.

Councillor Michael Byarugaba, representing LC5 Chairperson Geoffrey Kyomukama, praised the RDC’s oversight and called on parents to take children to public schools.

LC3 Chairperson Emmy Agaba Rubondo thanked the RDC for rejecting substandard work and urged government engineers to focus on durable structures. He appealed for renovations at Rwabihudwa and Lubanga primary schools.

Rugarama Head Teacher Muhwezi Samson reported increased enrollment from 174 to 290, but raised concerns over limited staff, teacher housing, and poor sanitation.

Rwentuha Headmistress Lydia Batangaire appreciated the new block and requested more teachers and staff quarters.

The RDC’s firm stand has reignited calls for accountability and quality in government-funded education projects across Rukungiri.
