Following the incident on October 7, 2024, where the Rukungiri District Police dispersed a meeting of sub-county leaders from the Boona Bagaigahare at Nyekundire Ground, Southwestern Region, the top leaders of Boona Bagaigahare, led by Vice Chairperson Moses Rwakacaka, held a press conference on Monday to clarify their upcoming plans and apologize to those affected by the incident.

The press conference took place at New Palm Royale, Rukungiri Municipality, and was attended by key leaders of Boona Bagaigahare Southwestern Region, including Moses Rwakacaka (Vice Chairperson), Bernard Gumisiriza (Chairperson for Buhunga Sub-county), Alex Tumuranye (Publicity Secretary for Rukungiri District), Arnest Twetabe (Vice Secretary General), and Ezra Mwetiise (Vice Coordinator for Rukungiri District).

According to Moses Rwakacaka, since the October 7 incident, much misinformation has been circulating, prompting the leadership to address the matter publicly. He explained that the chaos was caused by a breakdown in communication between the top leaders of Boona Bagaigahare and the Rukungiri District leadership, particularly the team responsible for security.

Moses also refuted claims circulating on social media and in some media outlets that General Jim Katugugu Muhwezi, Uganda’s Minister for Security, was sabotaging Boona Bagaigahare’s programs in Rukungiri District. He expressed gratitude to President Yoweri Kaguta Museveni for his guidance during their visit to the State House and acknowledged General Muhwezi’s role in following up on the president’s directives.

Moses then apologized to all members and the community for the incident, urging patience as the leadership works on improving the delivery of services.

Arnest Twetabe, the Vice Secretary for Boona Bagaigahare Southwestern Region, acknowledged that misunderstandings among leaders contributed to delays in distributing resources to members. He emphasized the importance of informing district and local leaders before distributing any items to avoid further conflict.

Arnest also mentioned that President Museveni had directed the refund of UGX 12,000, which had been collected from members as a membership fee. He assured members that they would receive both their refunds and the items they were promised.

However, Peace Rugambwa, the Chairperson of Boona Bagaigahare Southwestern Region, dismissed the claims made at the press conference. She stated that Moses Rwakacaka, who claims to be the Vice Chairperson, was removed from his position after misappropriating items, including mattresses meant for Bwambara residents. Peace accused these individuals of bribery and attempting to tarnish Boona Bagaigahare’s reputation, announcing that she intends to file charges of impersonation against them.

Peace assured Boona Bagaigahare members that she had already written to the Resident District Commissioner (RDC), and that on October 29, 2024, they would receive some of the items promised, including mattresses and bed sheets. She also urged members to distance themselves from the individuals involved, warning that they could mislead them.
