Mayor Charles Makuru of Rukungiri Municipal Council has expressed dissatisfaction with the Municipal Procurement Committee for allegedly awarding contracts to incompetent firms.
The concern arose when, in early December 2023, the council contracted KOSMAIL Services Limited from Mbarara to handle garbage disposal until June 2024. However, since the commencement of the contract, there has been a visible increase in unattended garbage in the area.
Makuru attributed the challenges to the perceived weaknesses within the procurement committee, citing corruption as a primary concern. He pointed out that the awarded contractor, KOSMAIL Services Limited, is based far away in Kamwengye District, lacks essential trucks and manpower, contributing to the mounting garbage problem.
Councilor Mushabe Kenneth, representing Rwentondo Ward, called for the suspension of the contract and urged authorities to subject it to various committees for thorough scrutiny. Meanwhile, Councilor Turyamubugana Gideon, representing Kanyinya Ward, challenged authorities to terminate the contract and seek competent firms with the necessary equipment to address the issue effectively.
Expressing further concerns, Councilor Emmy Turyabagyenyi, representing disability, highlighted that the supposedly public and open contract was awarded in secrecy. Mayor Makuru emphasized that three firms had applied for the contract, urging the procurement committee to explore alternative options in the selection process.
