The Kabale District Council has unanimously endorsed a recommendation from the Finance, Planning, Administration, and Works Standing Committee to remove Celiina Kagimba from her position as a member of the District Service Commission.
During a presentation in the District Hall in Kabale Municipality yesterday, committee chairperson Richard Mporera defended this decision, citing the discovery of forged documents, including Kagimba’s curriculum vitae (CV). Mporera pointed out that a recommendation letter dated February 12, 2024, from Kagimba’s area chairman, was suspiciously stamped with a recent date but backdated to February 3, 2015. Additionally, Kagimba’s CV inaccurately stated that she retired as a teacher from Kyanamira Primary School on April 4, 2024, despite claiming she worked there between 2001 and 2003.
Further scrutiny revealed inconsistencies regarding her terminal benefits, which were processed with the Rubanda District Service Commission on May 26, 2022, after transferring from Kabale. The committee found scant information on her background and concluded that the few available documents were forged.
Following the council session, Kabale District Speaker Flavia Nyinakiiza Kanagizi advised the District Chairman to nominate a new candidate for the commission who can be easily verified. Kagimba’s nomination had been referred to the committee for verification on February 13, 2024, after the council repeatedly declined to approve her as the representative for people with disabilities since 2023.
