The speaker of the Ibanda district council, Godwins Muhumuza Oulanyah, has expressed concerns regarding issues arising in the implementation of the Parish Development Modal (PDM) program.

Oulanyah has raised doubts about the program’s success in the district due to instances where those responsible for its execution have deviated from official guidelines and have started demanding money from beneficiaries.

Oulanyah has observed that the PDM project has now turned into a source of income for parish chiefs and group chairpersons, who are requiring beneficiaries to pay them before they can access the funds.

In response to this situation, Ibanda’s Resident District Commissioner, Drake Mukiibi, has warned parish chiefs and group chairpersons to exercise caution, as they may soon face legal consequences for their actions.

Furthermore, RDC Mukiibi has urged district councilors to focus on educating the electorate about the PDM Program and refrain from engaging in political activities related to it.
