Authorities in Ruhinda Sub County, Rukungiri District are facing a dilemma in determining the suitable recipient for a wheelchair bicycle received during the National Day celebrations for the Disabled on December 3, 2023, in Bwizibwera, Mbarara City.
Despite the bicycle being handed over to Muhwezi Godfrey, a Councilor representing the disabled at the event, the scrutiny process to identify the most deserving beneficiary has been delayed.
Tophias Katakuri, the Woman Councilor advocating for Giripina Tumuhimbise from Kabuba 1 cell, Nyakitabire Parish, Ruhinda Sub County, to receive the bicycle.
On the other hand, Birungi Ruth, the Woman Councilor for Ndere Parish, recommends a disabled individual from Rutabago cell, Ndere Parish, who has a passion for the church and faces accessibility challenges.
Kwizeera Gershom, the Senior Assistant Secretary/Sub County Chief, highlights that while Muhwezi Godfrey received the bicycle, it might not benefit the most deserving individual.
To resolve the issue, councilors have instructed parish Chiefs to conduct a search for suitable beneficiaries and submit their photos for scrutiny.
Isaac Wamala, the manager of Building Tomorrow Schools, advises the authorities to consider technical guidance in selecting the beneficiary, emphasizing that using a wheelchair bicycle incorrectly can lead to complications.
