A delegation from Kebisoni Sub County in Rukungiri District submitted an official petition today, Wednesday, January 17, 2024, to the office of the Resident District Commissioner and other relevant authorities. The petition seeks the opening of Kebisoni Seed Secondary School, which was initiated by the government in 2019 with a budget of 2.3 billion shillings. The school, located in Katenga Cell, Nyeibingo Parish, Kebisoni Sub County, has been under construction for the past 5 years, despite the initial expectation of being operational within 2 years.
Despite having complete infrastructure, four staff members on the government payroll (including the Head Teacher, Deputy Head Teacher, and two teachers), as well as scholastic materials, the school has not commenced operations, leaving residents confused.
On Monday, January 14, 2024, an extraordinary executive committee meeting was convened, during which Mr. Charles Kahanyi, the Chairperson LC3 Kebisoni Sub County, and George Ruraka Byarugaba, the Kebisoni Sub County Councilor representing elders, the Kebisoni Sub County Finance Secretary, and the NRM Chairperson for Greater Kebisoni, were selected to officially submit the petition.
Mr. Geoffrey Kyomukama, the Chairperson LC5 Rukungiri District, and Mr. Steven Nsubuga Bewayo, the Rukungiri Resident District Commissioner, have emphasized that preparations for the official opening of Kebisoni Seed Secondary School will begin after the Ministry of Education and Sports provides teachers.
Charles Kahanyi revealed that the Sub County had submitted a list of proposed teachers to the Ministry on January 2, 2024, which was approved by the Commissioner and Principal Personnel. However, on January 9, 2024, the head teacher discovered that the names had been deployed to another school in the Northern region.
Expressing their frustration, the delegation disclosed that if there is no positive response before January 26, 2024, a massive peaceful demonstration will be held on that day. The demonstration is planned to start from the Seed Secondary School premises and proceed to the District Headquarters.
George Ruraka Byarugaba expressed gratitude to the President for supporting education but noted that students have been deprived of services for the past 5 years. He assured a peaceful demonstration on January 26, 2024, to express their dissatisfaction to the President and relevant authorities.
James Turyamubona, the Sub County Councilor representing Kebisoni and the Rukungiri District Speaker, attributed the delay to the laziness of the Chief Administrative Officer (CAO) and other undisclosed reasons. He indicated support for the upcoming demonstration.
