President Yoweri Museveni has appointed Justice Moses Kazibwe Kawumi as Uganda’s new Deputy Chief Justice and Agnes Alum as the new Chief Registrar in a major reshuffle at the top of the Judiciary aimed at strengthening justice delivery and institutional reforms.

The appointments were announced on Thursday by the Presidential Press Unit (PPU), which confirmed that Justice Kazibwe’s name has been forwarded to Parliament for vetting and approval.

Justice Kazibwe is expected to replace Justice Richard Buteera, who has served as Deputy Chief Justice since 2020 and is approaching retirement. Once approved by Parliament, Kazibwe will take charge of supervising the Court of Appeal and the Constitutional Court.

A respected and experienced judicial officer, Justice Kazibwe has served for several years on the Court of Appeal, where he handled a number of major constitutional and civil matters. Before joining the appellate bench, he also served as a High Court judge, earning recognition within legal circles for his strong judicial experience and leadership.

His appointment comes at a crucial time for the Judiciary as it works to address case backlog, election petitions, commercial disputes and delays in justice delivery, while advancing digital transformation and court automation reforms.

As Deputy Chief Justice, Kazibwe is expected to play a key role in supervising judicial officers and guiding reforms intended to improve efficiency, transparency and public confidence in the justice system.

President Museveni also appointed Agnes Alum as the new Chief Registrar, one of the Judiciary’s top administrative offices responsible for overseeing court operations, supervising registrars and implementing judicial policies across the country.

Alum, who has served in senior judicial administrative roles, is expected to spearhead ongoing efforts to modernize court processes through automation and improved accountability measures.

The appointments are part of wider institutional changes following President Museveni’s swearing-in for another term earlier this week. Parliament is expected to begin the vetting process for Justice Kazibwe in the coming days.
