President Yoweri Kaguta Museveni has directed for an immediate amendment of the Road Act 2019 following a road crash that claimed the life of renowned Businessman Apollo Nyegamehe known as Aponye at Itojo town council, Ntungamo district along Mbarara-Kabale highway last Thursday night at around 09:00 PM.
The law involves law the development, management, and maintenance of public roads; provides for the appointment of road authorities for the development, maintenance, control, and management of different classes of public roads; provides for toll roads and the imposition of road tolls on certain public roads; to provide for the classification of public roads; to provide for the declaration, control, and protection of road reserves on public roads; to provide for access to public roads; to provide for axle load control on public roads; to provide for the creation of an environment section for the road sector; to provide for road safety; to provide for offenses and penalties; and to make provision for related matters.
In a eulogy read for him by Vice President Jessica Rose Epel Alupo at the sendoff of Nyegamehe, President Museveni expressed concern about how the act has failed to mitigate the high case of road accidents in the country.
He directed that Attorney General, Kiryowa Kiwanuka on Monday next week to present proposed guidelines on section 58 of the act for amendment so that it is implemented properly.
According to Museveni, despite section 58 requiring any vehicle that breaks down along the road to be towed within two hours, as well as drivers displaying visible reflector signs indicating a parked vehicle or an accident, no implementation has been done. Museveni also gave a condolence cash of shillings 10 million to the family.
The body of Apollo Nyegamehe commonly known as Aponye the incumbent district National Resistance Movement party chairman has been laid to rest in his ancestral home in Kitaburaza village, Muhanga town council, Rukiga district at 04:10 pm amidst a somber boom from his family members, business associates, clergy and political leaders among others.
