The Head of the state house Health monitoring unit Dr Warren Namara has explained Mondays arrest of the Ntungamo chief administrative officer and three other district officials saying it was constructive engagement aimed at extracting key information on observations made during special investigations into the district health services as well as accountability for funds.
In an interview with our reporter on phone, Dr Namara said the CAO was asked to record key statements with police
He said they were investigating the creation of ghost health centers and why they were created, noting that they also wanted information from the arrested officials
The team had previously arrested the health Centre managers of Bwongyera health Centre III, Rubaare health Centre IV, Rwashamaire health Centre IV and Kitwe health Centre IV. They were questioned over many accountability issues including utilization of government grants and management of health systems. Dr Namara said this was also in line with their duties.
Ntungamo CAO Mr Nasser Mukiibi, was picked from his office and taken to Ntungamo police to record a statement by the state house officials at about 2;45pm on Monday afternoon together with the chief finance officer Mr Frank Buhamizo Muhwezi. They were followed by two Internal auditors. The four slept in Ntungamo central police station cells.
They are accused of causing financial loss, criminal neglect of duty, abuse of office and Embezzlement of funds.
An audit into the district wage bills last month found 10 ghost health Centre IV facilities including Rwakabengo, Rwakishakizi, Rabarata, Rwakatojo, Rwamabaondo, Rwakamwenda, Rwamujojo, Rwamunjoori, Rwamuranga and Rwamwanja that exist in other districts as Health Centre IIs.
