Rotarian Steven Nsubuga Bewayo, the Rukungiri Resident District Commissioner (RDC), has urged heads of government institutions to prioritize maintenance and avoid being overly prideful about their positions to ensure proper service delivery.
He made these remarks on Thursday, November 28, 2024, while presiding over the groundbreaking ceremony and site handover for the construction of a chain-link fence, main gate, and gatekeeper’s house at Kebisoni Seed Secondary School in Nyeibingo Parish, Kebisoni Sub-County, Rukungiri District. The project, valued at over 101 million Ugandan shillings, has been contracted to Rwenkureijo Contractors Limited and is expected to be completed within five months.
Bewayo criticized the misuse of government facilities and called for a change in mindset to prioritize care and teamwork to sustain infrastructure and enhance effective service delivery.
He also emphasized the ongoing efforts to transform Kebisoni Seed Secondary School into a renowned institution, advocating for collective vigilance to achieve this vision.

Frank Mabwa, the Vice Chairperson of LC3 Kebisoni Sub-County, commended the government for equipping the school with high-quality materials, which had previously been at risk. He welcomed the fencing project as a measure to enhance safety and improve student management.
George Ruraka Byaruhanga, the chairperson of the Parents-Teachers Association (PTA), expressed gratitude for the essential fencing. He called on parents to cooperate with the school’s administration to ensure its smooth development and success.
Engineer Julius Bagira Byakurema, the District Civil Engineer, detailed the bills of quantities (BOQs) for the project and urged residents to collaborate with the contractor and report any irregularities to ensure the project’s quality and timely completion.
Kellen Kyomugisha, the headmistress of Kebisoni Seed Secondary School, welcomed the fencing project, noting that it would help protect the school from stray animals and unauthorized visitors while creating a conducive learning environment.
