His Worship Charles Makuru, the Mayor of Rukungiri Municipal Council, has suspended the construction of a kiosk at Ntungamo Stage due to irregularities.
Years ago, the Eastern Division of Rukungiri Municipal Council initiated the construction of a kiosk, named Canteen, at Ntungamo Stage beside the Nabugabo Lorry Park yard as an alternative revenue source. However, the construction faced strong public criticism for substandard work and poor allocation, resulting in a ban on the project.
Recently, the Rukungiri Municipal Council treasurer allocated over 11 million shillings for roof repairs, which were necessary due to leaks. The Rukungiri Resident District Commissioner (RDC) refused to approve the roofing work, citing concerns about budget manipulation.
His Worship Charles Makuru has now suspended all plans for the kiosk, citing issues such as budget manipulation, lack of a building plan, absence of a Council resolution, forged Bills of Quantities (BOQs), hiring of unqualified staff, and poor allocation.
In response, Rotarian Steven Nsubuga Bewayo, the Rukungiri RDC, criticized the municipal treasurer for mismanaging government funds due to inadequate planning. He also noted that there had been a plan to construct a toilet at the same site, which faced public protest.
