With just three days until the reading of the National budget, the Rukungiri District Council has yet to pass its district budget, causing significant concern among the councilors.
Twenty-eight councilors allege that the budget was secretly approved by the Rukungiri District Executive Committee, the district chairperson, and the district technical staff led by the Chief Administrative Officer, without their knowledge.
In response to these allegations, the councilors are now planning to censure the District Executive Committee for failing to fulfill their mandated roles. The officials targeted for censure include Vice Chairperson Satrinah Nahwera, Keledonia Clare Bakiroda, Gideon Ntungura, Mathias Mwesigwa Rwabugumi, and Michael Byarugaba, all of whom serve as secretaries on the District Executive Committee under the district chairperson.
Councilors Mugisha Albert Rwamugata, Benon Tumusiime, and Benon Kyarisima have expressed their readiness to move forward with the censure motion, citing disrespect from the executive committee towards the council.

Additionally, councilors Agnes Kenyangi and Benson Karyamagwaki of Ruhinda Sub County noted that they have not received their salary allowances since July 2023, leading to significant hardship in the current economic climate.

District female elderly councilor Jovia Milly Mbabazi and Annah Barekye, representing Eastern and Southern Divisions, expressed their worries about the failure to pass the district budget for the financial year 2024-2025, especially with the National budget set to be read on Thursday, June 13, 2024.

Other councilors have voiced concerns about the uncertainty of the budget’s origin for the next financial year, citing corruption and irregularities as reasons for their push to censure the District Executive Committee and the Chief Administrative Officer.
