With just three days until the reading of the National budget, the Rukungiri District Council has yet to pass its district budget, causing significant concern among the councilors.

Twenty-eight councilors allege that the budget was secretly approved by the Rukungiri District Executive Committee, the district chairperson, and the district technical staff led by the Chief Administrative Officer, without their knowledge.

In response to these allegations, the councilors are now planning to censure the District Executive Committee for failing to fulfill their mandated roles. The officials targeted for censure include Vice Chairperson Satrinah Nahwera, Keledonia Clare Bakiroda, Gideon Ntungura, Mathias Mwesigwa Rwabugumi, and Michael Byarugaba, all of whom serve as secretaries on the District Executive Committee under the district chairperson.

Councilors Mugisha Albert Rwamugata, Benon Tumusiime, and Benon Kyarisima have expressed their readiness to move forward with the censure motion, citing disrespect from the executive committee towards the council.

How is the security minister involved in the local government issues?
Are the councillors mandated to censure the CAO?
How possible can these councillors unite and serve the people that voted them?
Rukungiri district development is on a slow progress due to some leaders who seem to be seniors and big figures in the government yet they completely bring nothing on the table for the residents to benefit.
