Rukungiri district councilors are demanding the transfer of Chief Administrative Officer Hajji Masokonyi Waswa, accusing him of disrespect and failure to implement council resolutions.
The councilors demonstrated at the district headquarters with banners stating, “We want CAO transferred and district executive committee censured.” They expressed frustration over the district’s lack of development, blaming the technical staff, led by the CAO, for not executing council resolutions.
Of the 34 councilors, 28 support the call for the CAO’s transfer. They plan to petition the Ministry of Local Government for intervention. Previously, the councilors met with a commissioner from the local government ministry and Minister of Security Jim Muhwezi at Riverside Hotel, but since then, the CAO has allegedly failed to act on the agreed resolutions.
Francis Ndazarwe, the male elderly district councilor, and David Kwebangira of Kebisoni Town Council stated they have no sympathy for the CAO and insist on his transfer.

Winnie Nahurira, the female councilor for Kebisoni Town Council, Alex Tumuramye of Nyakagyeme Sub County, and Susan Abisinguza, the district female youth councilor, emphasized that a new CAO who respects them and implements their resolutions is essential for peace and improved service delivery in the district.

In response to the allegations, Hajji Masokoyi Swalic Waswa explained that he is accountable only to the Permanent Secretary of the Ministry of Local Government. He stated that if the councilors are dissatisfied, they are free to report him. He added that he is performing his duties according to the law and urged the councilors to respect him, challenging them to specify the resolutions he has failed to implement.
