As President Yoweri Kaguta Museveni prepares for his PDM zonal tour in the Kigezi sub-region on Wednesday, February 12, 2025, residents of Rukungiri district have raised concerns about the implementation of the Program for the Modernization of Agriculture (PDM) in their communities.
Emmy Agaba Rubondo, Chairperson LC3 of Buyanja Subcounty, expressed concerns about the misuse of PDM funds, noting that many individuals used the money for personal expenses such as paying school fees and settling loans. Rubondo emphasized that for the President to understand the real impact of PDM, he should visit the less privileged individuals who received the funds, rather than the wealthy who had already initiated their projects.
In an interview, Wednesday Twinomujuni, Chairperson LC3 of Nyakyishenyi, highlighted the significance of the presidential visit. He expressed hope that the President would focus on the PDM program and follow up on promises made, such as the construction of the Kanungu-Nyakyishenyi-Kisizi road and the establishment of a university in Nyarushanje.
Claire Owembabazi, Chairperson LC1 of Rugorogoro Cell in Nyakagyeme Subcounty, noted that the President’s visit would help raise awareness about the proper use of PDM funds. However, she also voiced concerns about the poor state of roads, specifically the Rukungiri-Bugangari road, which remains in disrepair.
Isa Muhumuza, Chairperson LC1 of Rwenkuba Cell, also weighed in on the issue, stating that while some business owners used the PDM funds to expand their businesses, the program was intended to help people in rural areas start developmental projects. Muhumuza raised concerns about the distribution of PDM funds, accusing the process of being marred by corruption and calling for a more equitable distribution.
