Residents from three parishes, namely Murama, Bikongozo, and Ngoma, located in Nyakishenyi sub-county, Rukungiri district, have voiced their concerns about the delayed disbursement of Parish Development Modal (PDM) funds for these three parishes. According to the sub-county chairperson, Wednesday Twinomujuni, out of the nine parishes in his sub-county, only six have received the PDM funds.
This has raised worries among residents in the three parishes, who suspect that their funds may have been misappropriated by their local leaders.
Twinomujuni explained that while these parishes did receive the first phase of funds, the subsequent phases were not disbursed, while other parishes have utilized their funds as intended. He attributed this delay to certain parish chiefs who fail to follow up on the disbursement process, as well as those who have to travel from a distance, leaving little time for their work in their respective parishes. This has resulted in confusion regarding the progress of the PDM program in these parishes.
The residents are calling on the Chief Administrative Officer of Rukungiri to investigate the reasons behind the delayed funds for these parishes. Hon. Medius Natukunda Kaharata, the Rukungiri district Woman legislator, has also raised awareness of the issue during her NRM mobilization tour, where it was revealed that some parishes have not received their full PDM funds. She is urging the responsible authorities responsible for PDM fund disbursement to provide explanations to all parishes across the district that have experienced delays.
In addition, beneficiaries of the PDM program from certain parishes in Rwerere town council in Rujumbura county recently celebrated as they were able to access their funds at Centenary Bank’s Rukungiri branch. They used the funds to purchase various items such as maize flour, mattresses, chair cushions, and other necessities.
