Tension has engulfed Western Division in Rukungiri Municipality following protests over alleged electoral fraud in the recent NRM party primary elections held on May 16, 2025. The unrest centers around the position of NRM Chairperson for the division, with voters expressing strong dissatisfaction over what they describe as a manipulated and undemocratic process.
The protests, which today reached the NRM registrar’s office in Rukungiri District, were led by concerned party members and former aspirants. They claim the results announced do not reflect the will of the people and allege that only one position—the chairperson—was voted for. However, official records from the registrar’s office indicate that all positions, including General Secretary and Vice Chairperson, were filled—sparking confusion and anger among the electorate.
Prominent figures involved in the protests include Emmanuel Nowamani, former NRM Youth Chairperson of Kalangalo Ward; Ronah Niwampa, an aspirant for Vice Chairperson representing women; and Geoffrey Muhumuza, the Publicity Secretary for veterans. They allege that the electoral process was marred by irregularities, limited voter participation, and intimidation, with some voters claiming they were assaulted during the election day chaos.
The protests are largely in support of Precious Mwesigwa, the former NRM Chairperson for Western Division, who also contested in this election. Mwesigwa insists that the process was flawed and that the results announced in favor of her opponent, Micheal Byarugaba, do not reflect the actual votes cast. She claims she garnered 63 votes against Byarugaba’s 60, contrary to the official results.
Despite these claims, Byarugaba maintains that the election was conducted fairly, with voters lining up in accordance with party guidelines. He urged party members to respect the outcome and work collectively for the betterment of the division.
NRM Registrar for Western Division, Urban Muhumuza, defended the process, stating that during the voting, a group of voters refused to continue after the chairperson position was voted for. He proceeded to count only those who remained in line, as per the electoral guidelines. He also accused Mwesigwa’s supporters of misconduct and attempting to disrupt the voting process.
As the standoff continues, protesters have vowed to escalate their demands until a fresh and transparent voting process is conducted. They accuse the registrar of locking his office to avoid engaging with them and are now calling on higher NRM authorities to intervene and restore order through a re-election.
