The Parish Chief of Kiyebe Parish in Ruhija Sub-county, Aliphosina Tumwakiire, has been arrested on orders from the Rubanda Resident District Commissioner (RDC), Eric Ssewandigi. The arrest is tied to allegations of extortion linked to the Parish Development Model (PDM) program.

RDC Ssewandigi has also instructed the police to summon Rubanda District Commercial Officer, Moses Mukyiza, and Ruhija Sub-county Chief, Elias Tumukuratire, to answer questions regarding their alleged involvement in the scheme.

Tumwakiire’s arrest follows accusations that she, alongside other officials, violated PDM program guidelines by listing beneficiaries who were not residents of the area. Allegedly, Mukyiza added a friend to the program, Tumukuratire enlisted his wife, and Tumwakiire included three individuals from Kabale. Reports indicate that each of these non-resident beneficiaries received UGX 5 million in PDM funds.

Upon interrogation, Tumwakiire admitted to registering the three individuals, who later confessed to paying bribes of UGX 200,000 each to the PDM committee after receiving UGX 1 million. RDC Ssewandigi stated that Tumwakiire had influenced the PDM committee to accept these non-residents in exchange for kickbacks.

The five individuals accused of improperly benefiting from the PDM program have been named as Akampurira Night, Akamumpa Mirachal, Kyomugisha Christine, Neema Evelyne, and Tumuhimbise Pricilar.
