Bukimbiri County’s Member of Parliament, Hon. Eddy Kwizera Wagahungu, has submitted petitions to three government ministries addressing service delivery concerns in Kisoro District.

The Ministries under consideration are the Ministry of Health, Ministry of Works and Transport, and Ministry of Public Service. Hon. Kwizera is drawing attention to three specific issues: the need for an ambulance at Rubuguri Health Centre IV, the expansion and enhancement of Nyakabande Airstrip, and the unresolved unpaid pensions for Kisoro district pensioners.

In his communication to the Ministry of Health, Hon. Kwizera emphasized the vulnerability of Bukimbiri County, which lacks a functional ambulance despite having three town councils and four sub-counties. He highlighted an error in the recent ambulance distribution, asserting that each county should have a Health Center IV equipped with an ambulance, theater, and medical staff. Expressing concerns about potential inefficiencies in the recently distributed ambulances due to insufficient performance funds and management structures, he disclosed the ministry’s assurance of providing an ambulance to Rubuguri Health Centre IV by the following February. Additionally, he revealed acknowledgment from the Permanent Secretary regarding political interference, and the Minister of Health is expected to present a report to parliament on this matter.

Regarding Nyakabande Airstrip, Hon. Kwizera disclosed that, following his petition, he discovered that six billion shillings had been allocated for its expansion and improvement in the current financial year. However, part of the funds had been diverted despite the presence of contractors. He further informed that he has tasked the Civil Aviation Authority to provide the land title for Nyakabande Airstrip so that district leaders can determine its exact boundaries.

Simultaneously, Hon. Kwizera revealed that a team from the Ministry of Public Service is set to visit Kisoro district to investigate the reasons behind the delayed payment of pensions, a government priority during budgeting.
