The Mayor of Rukungiri Municipality, His Worship Charles Makuru, has defended the timing of septic tank emptying operations along Church Street, Southern Division, despite ongoing complaints from traders about the persistent stench caused by the neighboring septic tank.

Traders, operating behind Topher Arcade on Rubabo Road, expressed dissatisfaction over the foul odor, which they say is caused by a septic tank located on the back veranda of the arcade. The tank reportedly fills up quickly, and the delayed emptying has led to an ongoing unpleasant smell.

On the morning of Wednesday, January 22, 2025, an emptying operation took place, leading to further frustration among traders. Speaking on condition of anonymity, they voiced their concerns about the daily discomfort caused by the stench, which they endure without any form of redress.

Christopher Tumwine, the landlord of the arcade, confirmed that he had initially booked the service provider for a late evening operation. However, he was surprised when the emptying activity took place in the morning instead.

In response to the complaints, Mayor Charles Makuru defended the timing of the operation, explaining that such activities are sometimes required at different hours to accommodate the unpredictable use of restroom facilities.
Meanwhile, Julius Arinaitwe, the Rukungiri Municipal Council Health Inspector, criticized the decision to conduct the operation during business hours, citing its disruption of public peace. He emphasized the need for adherence to night-time emptying schedules to reduce inconveniences for local traders and residents.
