Leaders in Rugarama North Sub-county, Ntungamo District, have issued a stern warning to residents engaged in sand mining from local roads. They stressed that this practice not only disrupts transportation but also hinders community development.

Alex Musinguzi, a concerned resident, explained that sand mining is a common problem in the area. He described how some individuals even bring vehicles to load sand that accumulates in roads due to runoff water, causing potholes and damage to infrastructure. Musinguzi acknowledged that while building homes is necessary, it should not come at the expense of damaging community resources like roads.

Musinguzi also pointed out that some residents may be intentionally damaging roads, even though there is a designated government-owned site in Kamahuri, Rugarama, where sand can be freely mined following proper procedures and approval from local council leaders. He added that curbing this behavior has been difficult since many offenders carry out their activities under the cover of darkness.

Twinamatsiko James Karindi, LC1 Chairperson of Nyabikyenkye, emphasized the severe impact of this habit, noting that the roads are now in poor condition. He strongly supports the proposed measures to arrest or fine those caught engaging in sand mining. Twinamatsiko urged all residents to report such activities, reminding them that they pay taxes used for road construction.

Amanya Ivan Rwanyakibare, the LC3 Chairperson of Rugarama North, confirmed that sand mining has become increasingly rampant throughout the sub-county. He announced a new resolution stipulating that any individual caught mining sand from roads will either be handed over to the police or fined 500,000 Ugandan Shillings. Despite ongoing sensitization efforts, many have refused to comply with regulations.
