The Kabale District Council has accused the Uganda Peoples’ Defense Forces (UPDF) Engineering Brigade of performing substandard work on various government projects within the district.
District Speaker Flavia Nyinakiiza Kanagizi reported that during the monitoring and inspection of projects carried out by the brigade, they discovered poor workmanship in the water, health, and education sectors. Specifically, she highlighted significant structural issues at Muyumbu Health Center II in Kyanamira Sub County and Nyanja Health Center II in Maziba Sub County, noting cracks in the walls and roofing.
Kanagizi has called on Resident District Commissioner Godfrey Nyakahuma, District Chairperson Nelson Nshangabasheija, and Chief Administrative Officer Fred Kalyesubula to investigate the matter and take appropriate action.
In response, Nyakahuma stated he would personally investigate the claims and report his findings to the relevant UPDF authorities.
Attempts to contact UPDF Spokesperson Brigadier General Felix Kulayigye were unsuccessful, as his known telephone numbers were unreachable.
The UPDF Engineering Brigade was assigned construction projects across all government ministries, departments, and agencies following a presidential directive. In a letter dated July 1, 2021, the president pointed out that project delays were mainly due to corruption in government procurement processes and delays by the ministries, departments, agencies, and the Public Procurement and Disposal of Public Assets Authority (PPDA).
