Godfrey Nshabire, representing various contractors, has raised concerns regarding the delayed payments by Rukungiri district government officials after the completion of projects at different locations. During the handover of a three-classroom block to the government at Rwamagaya Primary School, which was contracted for 145 million shillings in Ruhinda Sub-county, Rukungiri district, Nshabire specifically pointed fingers at the Rukungiri district finance officer for the delay in payments.

He highlighted that many contractors are facing difficulties due to the delayed payments, which often impede their work as they rely on bank loans and other financial sources. Nshabire expressed his belief that those responsible for delaying payments are working against the government’s interests and tarnishing its reputation.

Hajji Maskoyi Swalic Waswa, the Rukungiri district chief administrative officer, apologized for the delayed payments, particularly to Kinombe Nyaruzinga construction company, and assured that efforts will be made to expedite the payments as the contractors have fulfilled their obligations.

Geoffrey Kyomukama, the Rukungiri district chairperson, urged cooperation among parents, pupils, and school administrators at Rwamagaya Primary School to enhance performance, appreciating the government’s support in providing infrastructure.

Rukungiri Resident District Commissioner Steven Nsubunga Bewayo commended Kinombe Nyaruzinga construction company for consistently delivering quality work within the agreed timelines. He acknowledged receiving concerns from various contractors regarding delayed payments and urged the district finance office to address these promptly. Additionally, he encouraged school committees to intensify efforts to improve school standards and academic performance.

The headteacher of Rwamagaya Primary School, Ronald Bayenzakyi, expressed gratitude to the government and district leadership for constructing new classrooms, especially after some were damaged by wind last year.

According to Julius Bagira, the Rukungiri district engineer, the three-classroom block at Rwamagaya Primary School was constructed at a cost of 145 million shillings funded by the government of Uganda. Despite being scheduled for completion within six months, the project was completed in just two and a half months. Bagira recommended that other contractors should learn from Kinombe Nyaruzinga construction company’s approach, known for its quality work in the district.
