Rev. Can Joash Tushangomujuni, the Archdeacon of Rukoni Archdeaconry in South Ankole Diocese, has linked the rise in corruption within Uganda’s public and civil service to public servants’ fear of retirement.

Speaking on Monday during a retirement celebration for former Kyamate Secondary School Head Teacher Mr. Emmanuel Arinaitwe at Mutumo Church of Uganda in Mugarusya, Bubaare, Mbarara District, Rev. Tushangomujuni noted that many civil servants are unprepared for life after retirement, often resulting in anxiety and unethical practices during their careers.

He emphasized that the lack of proper retirement preparation, coupled with the desire to continue receiving praise, has driven some public servants to engage in corrupt practices. “Public servants need to plan for the transition into retirement to avoid being caught off guard when the time comes,” Rev. Tushangomujuni advised.

Mr. Arinaitwe, who officially retired in July after reaching the mandatory retirement age, had a distinguished career spanning 35 years. He served in various schools, culminating in his role as headmaster at Kyamate Secondary School in Ntungamo. Additionally, he served as a councilor for Bubaare Sub County in Mbarara District from 2001 to 2011.

Rev. Tushangomujuni, who previously served as Dean of South Ankole Diocese and Archdeacon of All Saints Church in Mbarara, encouraged public servants to utilize their time wisely, building networks and friendships that will support them in retirement.

The cleric’s remarks come amid growing concern from the government over the increasing number of civil servants, particularly teachers, opting for early retirement. Many cite low pay as a key reason for resigning and pursuing private ventures.
